India is hosting the third security dialogue on Afghanistan in Delhi on Wednesday, called the “ Delhi Regional Security Dialogue on Afghanistan”. The Taliban governance of Afghanistan however wasn’t extended an assignation for the meeting. Sources said this is because India doesn’t fete Taliban. China was extended an assignation but couldn’t make it due to “ scheduling issues.” Still, it’s the turndown of Pakistan to attend the dialogue that has inspired the sharpest response from government sources.
They called it unfortunate but not surprising that Pakistan refused to attend the dialogue. Another source said that the eight countries sharing in the dialogue moment were of the view that it’s actually Pakistan that’s the real problem for Afghanistan.
The source also indicated that Pakistan is playing a double game with Taliban, with whom their propinquity is now a public knowledge. The source said while Pakistan has a fellowship with the Taliban, India isn’t induced that Pakistan’s Inter Services Intelligence, ISI, does n’t have links with the terror outfit ISKP. US claims that ISKP is opposed to the Taliban. And ISKP has been responsible for several blasts since the Taliban took over Afghanistan. The first and most prominent being the blast outside the Hamid Karzai International Airport when the evacuation by the US was still underway.
The dialogue isn’t anticipated to yield any formal security armature, as per sources. Still, the sharing countries are in sync on the pitfalls faced due to insecurity in Afghanistan since the Taliban preemption and they will bandy what should be done in future. The focus will be on terrorism, radicalization and unreasonableness,cross-border movement, impact of medicines and trafficking as well as pitfalls from the large quantum of munitions and outfit left before by the US forces.
The massive philanthropic extremity arising due to stopping of aid to Afghanistan will also be bandied. Sources said, philanthropic aid is naturally linked to security and stability. With the Delhi Dialogue India hopes to disband this view. Sources believe that the participation of Russia, Iran and pivotal central Asian countries speaks of the part India can play in Afghanistan indeed now.
They also point to Russia’s constant engagement with India over the last many months over Afghanistan to bolster the argument. The Russian NSA Nikolai Patrushev had travelled to meet his counterpart Ajit Doval in India in early September. He’s now back to attend the dialogue and hold a bilateral meeting too within nearly two month’s time.
It’s important to note that Russia still have a functional delegacy in Kabul. It was one of the many countries that had blazoned originally itself that they won’t shut down their delegacy. This was when other countries including India were emptying from Afghanistan in August. The Russian minister in Afghanistan had met the Taliban leaders within days of the preemption and described the meeting as friendly. Still, sources claim that the eight sharing countries were of the same view on the pivotal issue of feting Taliban-they’ve neither recognised or legitimised Taliban nor are they meaning the same right down.
A common statement will be issued if all the sharing countries – Iran, Kazakhstan, Kyrgyz Republic, Russia, Tajikistan, Turkmenistan and Uzbekistan – arrive at a agreement. NSA Ajit Doval will also hold separate bilateral meetings on Wednesday most specially with his Russian and Iranian counterparts after the dialogue in the morning.
